Route plan decision making of road is of great important in the road design and later construction. For the traditional route selection methods can not meet the requirements of road construction, the paper aimed at the characteristics of route selection in the plain area to construct route selection decision making index system, which integrated qualitative and quantitative decision making indexes in the model. In the non-dimensional process of index, the expert experiences of plan assessment were integrated and fuzzy operator was used to determine the weight of decision factors. Fuzzy decision making theory was used to construct the integrated decision making model of plans, and example to verify the model was also provided, which also indicates the practicability of decision making process.
