As an important component of the Urban socioeconomic activities, Urban traffic plays an important role in the development of city. Located in the north-west of Shandong, Jinan city has a great traffic location. With the rapid development of economy, the current supply can not meet the traffic continued growth, which bring about some problems. This paper elaborates some problems as follows: ever-increasing traffic jams gradually spread; irrational transport structure; conventional public transport is still the main part and the problem of traffic congestion; external transport system has not been formed; the imbalance between supply and demand; traffic pollution; especially noise pollution. In view of the above issues, the article establishes an urban transport sustainable development index system of Jinan city. The system includes 21 indexes, which cover economy, population, society, resources and environment. Put forward the sustainable development of counter measures and suggestions for Jinan city as follows: to optimization of the road system; to resolve the issue of freight cross; construction of rail transportation as the backbone of public transport systems; to strengthen the construction of public transport; to accelerate the construction of BRT line; to speed up the building of intelligent transportation systems technology; to enhance public awareness of road safety; to strengthen the control of vehicle emissions and construction of green belts to enhance road.
