After careful and considered review of the content of this paper by a duly constituted expert committee, this paper has been found to be in violation of IEEE´s Publication Principles.
We hereby retract the content of this paper. Reasonable effort should be made to remove all past references to this paper.

In order to meet the needs of economic and social development, the students´ practical and innovation ability has become a basic requirement of university personnel training. Build up a scientific and rational innovative practical course system is propitious to combine the “Curriculum” and “Extra-curriculum” organically, also accelerate the coordinated development of student´s knowledge, ability and quality. This article started from the concept of innovative practice curriculum system, introduced the organization and implementation of innovative practices in curriculum system of specific measures, and has carried on some explorations to the Innovation Practice Base´s construction. At last, the preliminary results about the construction of innovative practical curriculum were discussed.
