            Abstract : 
Considering the fuzzy feature in assessment, evaluation model based on variable fuzzy sets that can consider the good and bad characters of indexes is established. The method is developed to evaluate water resources carrying capacity in Haihe basin, and the results show that new evaluation methods is feasible and can effectively evaluate water resources carrying level.
