After careful and considered review of the content of this paper by a duly constituted expert committee, this paper has been found to be in violation of IEEE´s Publication Principles.
We hereby retract the content of this paper. Reasonable effort should be made to remove all past references to this paper.

Small and Medium size Enterprises (SMEs) are considered as the backbone of the manufacturing industry in China, the need for sharing and exchanging information is becoming more and more important. After analyze business environment in Southwest China, a generic conceptual framework will be developed and a prototype implementation of the generic concepts will be benchmarked in system design of manufacturing information system. The small and medium-sized enterprises (SMEs) can solve their complex project tasks and participate in projects far exceeding their individual capabilities.
