After careful and considered review of the content of this paper by a duly constituted expert committee, this paper has been found to be in violation of IEEE´s Publication Principles.
We hereby retract the content of this paper. Reasonable effort should be made to remove all past references to this paper.

The mathematical model of double pendulum system is established based on the Newton´s laws of motion and is linearized under the approximate condition when the pivot angle is very small. The above model is verified based on the simulation by MATLAB. The controllability and its relationship with parameters of the system is researched. Simulation result shows that the system is controllable when the parameters are appropriate.
