After careful and considered review of the content of this paper by a duly constituted expert committee, this paper has been found to be in violation of IEEE´s Publication Principles.

Environmental quality of reclaimed soil is a key issue in the process of land construction and ecology rehabilitation. Taking Xinzhuangzi and Datong reclamation district for example, according to Nemerow Pollution Index Method, results show that: In all 30 soil samples, 28 samples are I class level, clean; 1 sample is II class level, slightly clean; 1 sample is III class level, polluted slightly. Content of Cu and Cd in some samples is out of standard with the ratio of 3.33%. Based on soil background values of Huainan and Soil Pollution Cumulative Index, it shows that: the cumulative effect of Cu and Ni is significant, but that of Pb, Zn and Cr is not obvious.
