Notice of Retraction
After careful and considered review of the content of this paper by a duly constituted expert committee, this paper has been found to be in violation of IEEE´s Publication Principles.
We hereby retract the content of this paper. Reasonable effort should be made to remove all past references to this paper.

After several years of implementation, the EIA system in China has developed into a framework that is suitable for its unique conditions. However, since there are some problems in China´s EIA system, the aims of this paper are to evaluate both the strength and weakness of practice and provide suggestions for its improvement.
