In order to achieve a coordinated development of urban, resources and environment, this paper discusses urban planning from a new angle of view: a different planning method is proposed based on the carrying capacity of ecological environment and local resources, and the project of Hezhou city is cited as a case. In this method, research about environment carrying capacity is firstly put forward, urban development target and space expansion directions are determined according to the carrying capacity of ecological environment. In summary, this method provides an ecological angle of view as well as a new approach for overall urban planning and sustainable development.
