This paper outlines the green trade barrier early warning system (GTBEWS). Then, a fuzzy chance-constrained programming with environment costs is provided, where the environment costs are characterized as fuzzy variables and used to measure the GTBEWS. To give a method to solve the new model, a hybrid intelligent algorithm integrating fuzzy simulation and genetic algorithm is designed in the paper. A numerical example with environment costs taking different types of membership functions are also given to illustrate the modeling idea of the paper and to demonstrate the effectiveness of the proposed algorithm.
