Abstract :
A feasibility analysis of National R&D programs has applied the Analytic Hi erarchy Process as a decision making tool. In order to reflect the character istics of R&D programs in analysis, research teams built a decision structu re which consists of three elements of technology, policy, and economic an alysis. Although the decision structure is effective in synthetic analysis, a q uestion whether discrete measurement of criteria undermines the justification of results from feasibility analysis with AHP. In this study, we reviewed and applied the fuzzy AHP which is suggested a s an alternative tool to classical AHP, and then built a model with fuzzy set s incorporating discussion and questionnaires of qualified professionals w ho have participated in evaluation of national R&D program or feasibility a nalysis.
