Notice of Retraction
After careful and considered review of the content of this paper by a duly constituted expert committee, this paper has been found to be in violation of IEEE´s Publication Principles.
We hereby retract the content of this paper. Reasonable effort should be made to remove all past references to this paper.

This paper based on the analyzes of harmonious society scientific connotation and nature, referred more mature evaluation system and method, and combined with the specific situation of Tianjin to build the harmonious society evaluation system. What´s more, it used the factor analytic method to evaluate the effect of Tianjin building harmonious society. According the findings, it analyzed the Tianjin harmonious society´ development and the problems in its harmonious society process, and put forward constructive suggestions.
