Notice of Retraction
After careful and considered review of the content of this paper by a duly constituted expert committee, this paper has been found to be in violation of IEEE´s Publication Principles.

A new method- “evaluation on the same platform” is proposed to overcome the inherent disadvantage of student´s non-discriminatory evaluation. A method in management science, SWOT (strength, weakness, opportunity, threat) is used in the analysis and diagnose of the effectiveness of proposed system for teaching evaluation. Years of educational experience in one Chinese University indicates that the proposed system has many advantages over conventional one. The results of teaching evaluation become more reliable and reasonable. The proposed system is worthy to be implemented in a wider range.
