    Workflow is a critical enabler for achieving enterprise competitiveness with today´s hot technologies, as portals, e-business and e-commerce. According to Workflow Management Coalition (WfMC), workflow system systems are process-based, where a process represents a set of tasks that need to occur in a prescribed sequence to achieve an outcome. However, due to the lack of flexible mechanisms to deal with real situations, such as fast changing environment, a static workflow definition designed at build time is inflexible to meet the complex, dynamic situations. Agent, especially intelligent agent, has received increased attention in the past few years within the domain of artificial intelligence. The migrating workflow, which integrates agent technology with workflow system, is a new direction within the workflow management area. However, using migrating workflow, users have to design elaborate plans for a certain task, which weaken its flexibility deeply. In this paper, a definition of goal-based migrating workflow model adopted the mobile computing paradigm is given address these challenge, then a framework based on the dock which consists of an anchorage with a local network is proposed. A case study on goal-based migrating workflow system using the proposed methodology is also illustrated in the end. The main merit of goal-based migrating workflow system is that it bridges the gap between the human and the machine level problem solving.
