After careful and considered review of the content of this paper by a duly constituted expert committee, this paper has been found to be in violation of IEEE´s Publication Principles.
We hereby retract the content of this paper. Reasonable effort should be made to remove all past references to this paper.

For the effective function verifying problem of airscrew electric propulsion systems in the state of flight, based on the structural characteristics and operational principles of the propulsion systems, a design of dynamic testing system is proposed in this paper by analyzing the principle of testing method. The technological scheme, hardware structure and software structure of the testing system are introduced, which provide effective research route and foundation for propulsion systems testing.
