After careful and considered review of the content of this paper by a duly constituted expert committee, this paper has been found to be in violation of IEEE´s Publication Principles.
We hereby retract the content of this paper. Reasonable effort should be made to remove all past references to this paper.

Due to the great area, the large rural population and the long traffic line, Xinjiang province of China has an urgent need for remote medicine. In this paper, we introduced the construction and performance of the remote medicine in Xinjiang. In the remote medicine network, the control centre is set in the First Affiliated Hospital of Xinjiang Medical University (FAHXMU). Besides FAHXMU, four hospitals in Shanghai and Sichuan province also serve as the centre hospital. The linking is realized with ADSL of China telecommunications with a speed of 1Mb/s. The system provides services of remote diagnosis, consultation of specialists, remote education, and so on. By March of 2009, the remote system covers more than 102 medical institutions in rural area of Xinjiang. More than 6000 cases of remote diagnosis had been done till 2010. The remote medicine decreases both the load of centre hospital and the expenditure of patients.
