After careful and considered review of the content of this paper by a duly constituted expert committee, this paper has been found to be in violation of IEEE´s Publication Principles.
We hereby retract the content of this paper. Reasonable effort should be made to remove all past references to this paper.

This paper applies the improved Cobb-Douglas production function to the operations management of container terminal corporations and obtains the production function of container terminal corporations of China by analyzing the data of 43 container terminal corporations in 2008. It also conducts single-factor and multi-factor elasticity analysis, through which production elasticities of the berth, quary crane and labor, and the scale of China´s container terminal corporations have been made clear, thus providing guidance for the operations management of container terminal corporations.
