Taking a road intersection in the front of Harbin province government as an example and combining with the road capacity of Harbin in winter, the microscopic simulation of traffic flow is conducted using VISSIM. The reason of traffic jams in the road intersection is found out. Different solutions to solve it such as Intersection channelization and signal timing are proposed. They are compared and the optimal solution is obtained.
