Being the foundation of cluster system´s innovation behavior, innovation practice changes as time goes on. Besides enhancing the cluster innovation efficiency, “practice”, to some extent, can also generate innovation inertia and reduce the cluster innovation efficiency. Therefore, starting from the characteristics of innovation “practice”, this paper analyses why the inertia of “practice” is produced; by use of the knowledge accumulation model of updating “practice”, it analyses the key links of influencing “practice” updating; in terms of the three aspects of cluster coordination innovation, cluster organized learning and searching communication of cluster innovation, it also respectively probes into the system through which the organic renewal of cluster innovation “practice” can be realized.
