After careful and considered review of the content of this paper by a duly constituted expert committee, this paper has been found to be in violation of IEEE´s Publication Principles.
We hereby retract the content of this paper. Reasonable effort should be made to remove all past references to this paper.

Payment balance of pension insurance funds is the key factor if basis pension insurance system works normally. We establish the actuarial model of pension insurance funds payment balance based on the newest policy of Jiangsu province´s pension insurance (the No.36 documents of Jiangsu Province People Government). And then we set up reasonable numerical value for the parameter in the model, carry out empirical research and get the conclusion that the pension Insurance system of Jiangsu province is safe between 2009 and 2059. At last, we make some suggestion to ease the payment pressure on pension funds, such as gradually raising the retirement age, appropriate adjust the average pension replacement rate, increasing the value of pension funds, and so on.
