Notice of Retraction
After careful and considered review of the content of this paper by a duly constituted expert committee, this paper has been found to be in violation of IEEE´s Publication Principles.

On the basis of basic knowledge that the patent has the common sense of “public character” under the interaction of economy, law, and technology, the thesis analyzes the formation, stability and welfare of cooperation and innovation. The research shows that patent public is “link” of cooperation and innovation while its stability condition has an initial bargaining solution with “perfect match” among the collaborative agents. It will improve all social welfare for enterprises to continuously learn and communicate and for the government to have policy support for cooperation and innovation.
