On fiscal policies for improving the independent innovation ability of IT industry in China

China is speeding up industrialization, and the information technology could facilitate the industrialization and IT industry is becoming the strategic industry for China. As the foundation of the Chinese IT industry is weak, the ability of independent innovation of it is limited. The main purpose of this paper is to study how to improve the independent innovation ability of the Chinese IT industry by implementing different kinds of government policies. The paper initially analyses necessity of improving the innovation ability of the Chinese IT industry, then the theoretical basis for implementing the policies to promote the IT innovation, and the last the fiscal policy measures for improving the innovation ability of Chinese IT industry.
