  • Abstract
    This article tries to find an effective way for underdeveloped areas to Achieve sustainable development. It reviewed an extensive literature and found that the creativity of FDI Technology is limited, the fundamental way for underdeveloped areas to make a leap forward in its development is Promoting regional independent innovation system construction. This paper Stressed that this should be an important function of government, and the fiscal policy is a positive and direct incentives. Finally, the paper pointed out the objectives of fiscal policy adjustment in the process of promoting independent innovation system construction in underdeveloped areas.
