After careful and considered review of the content of this paper by a duly constituted expert committee, this paper has been found to be in violation of IEEE´s Publication Principles.
We hereby retract the content of this paper. Reasonable effort should be made to remove all past references to this paper.
The presenting author of this paper has the option to appeal this decision by contacting TPII@ieee.org.
Since Reform and Open up in China, the rapid development of domestic small and medium enterprises has become the primary driving force for local economic development. However, the international financial crisis of 2008 caused the unexpected difficulties for small and medium enterprises. In order to get rid of the impact of crisis, the article suggests learning from foreign experience and playing the stimulating role of government support and fiscal policies.
