Abstract
The traditional management practice for schools relies on a central bureaucracy that concerns itself with structural and political strategies to exert control over schools, and often hinders the effective use of human resources and the development of school culture to pursue education quality. Responding to the problems, school-based management that encourages decentralization of authority and school self management has been largely promoted as the major school reform for school effectiveness in the past decade in different parts of the world. The paper clarifies the definition of school-based management first, and then points out the barriers for the implementation of it. Finally strategies to cope with those barriers are presented.
