Abstract
Taking talents policy of Shanghai government for example and basing on analysis of research of policy affectees, we setup index structure of three dimensions. These three dimensions are talent increase, talent centralization and talent efficiency. We measured talents policy of Shanghai from year 2001 to 2006 with Fuzzy Optimization Methodology Model. The effect of talent policy, trend characteristic and efficiency were analyzed to draw a conclusion. The study demonstrated that the effect of talents policy shows instantaneous and deferred characteristics. The talent policy can facilitate the talent strategic target. Though talent policy of Shanghai has good effect, there are still some which should be improved on the policy structure and management.
