Abstract
Poverty is essentially resulted not from low income but weak wealth-building ability. From capability poverty perspective, this paper to studies the essence and measures of anti-poverty oriented standard in two aspects: the basic subsistence capacity and potential development capacity, and analyzes the differences between the ability-building orientation and income -raising orientation standards . Through questionnaire surveying in poverty areas, the paper summarizes poor population´s viewpoints on the poverty alleviation standard and its adjustment. This paper also proposes a framework of the impact factors of an anti-poverty ability building oriented standards from the angle of major impact factors, the standard adjustment timing point and adjustment rate, Finally, the paper gives the policy suggestions that the transition from income raising orientation to anti-poverty ability building orientation should be carried out as soon as possible, and more efforts should be made to provide high quality public goods and services.
