Abstract :
Due to the remarkable ecological value, the plateau freshwater lakes of Yunnan play the important supporting roles in the regional economic and social development. The pollution and the ecological degradation of the plateau lakes have become increasingly prominent since 1990s. Consequently, the lake basins are facing serious challenges in the sustainable development. Promoting sustainable development of the plateau freshwater lake basins has become an important issue. The key of sustainable development is the coordinated development of the regional ecological and economic system. The paper intends to make a new thought on the sustainable development of ecological and economic system based on the adaptive control theory. The ecological and economic characteristics of the Yunnan plateau freshwater lake basins are pointed out in the first part. Then some related points of adaptive control theory have been summarized. Based on the adaptive control theory, a conceptual controlling frame of sustainable development of the plateau freshwater lake basins has been established. Detecting mechanism, modifying mechanism and learning mechanism are the major components of this frame. Based on the information being gotten by detecting, the decision makers can use modifying measures to keep the control system running on the expected situation. In order to make this adaptive controlling frame works well, some operational instructions are proposed in the end. An appropriate controlling mechanism can make an ecological and economic system act as a self-adaptive system. Economic and social development can coordinate with the regional ecological environment protection. With the efforts on the process of sustainable development, the Yunnan plateau lake basins will get a brighter future.
