Theoretical Discussion on the Flexible Development of Circular Economy

At first, based on the thought over properly and the modern market competition, the flexible development of Circular Economy has been advocated as a new model of economy development. This development model can solve the externality problems better which have not been solved under traditional model. Then, in this paper, the"3+3"model of the flexible development of Circular Economy has been discussed theoretically, which expounds that flexibility is an important factor for developing Circular Economy by using the method of system analysis. Finally, the general equation and optimal control model of the flexible development of Circular Economy have been proposed.
