Abstract :
This paper firstly defines the factors that constitute the performance evaluation of urban science and technology investment, and then ascertains combined weights of evaluation of urban science and technology investment by applying Analytic Hierarchy Process (AHP) and entropy. Based on the theoretical and practical analysis, this paper selects 12 cities in China as the evaluation object, calculating the performance level of urban science and technology investment in these cities based on performance evaluation model of urban science and technology investment. The results showed that, from the view of economy, urban science and technology investment in Beijing has a higher level of performance, leaving the other 11 cities far behind, whose economic performances are relatively low, ranging from 0.1 to 0.3. When evaluating the performance from the perspective of efficiency, the results showed that performance of Harbin is relatively higher, while the rest are also on a relatively high level, with the exception of Beijing and Guangzhou with a low level of performance. As for effectiveness, only Shenzhen has a higher level of performance among the 12 cities with an index of 0.88, while that of the other cities range from 0.4 to 0.5 with negligible difference except Chongqing. However, based on the final overall index, Beijing, though low in efficiency, occupies the first among the 12 cities relying on its relatively higher level of performance in economy and effectiveness, followed by Shanghai, Shenzhen and Harbin, etc., and only Chongqing, Tianjin and Qingdao have a slightly lower overall performance level.
