Abstract :
Public policy is an important means of population management implemented by the government and an embodiment of exercise of the state\´s public powers. However, defects in public policies themselves, and the high level of information dissymmetry between the subject and the object have led to difficulties in the enforcement of public policies. Taking the government\´s regulation of prenatal sex determination in population management, this article builds a regulatory model for "prenatal sex determination", and uses analytical methods to give a new explanation for the causes of the dilemma in the regulation of "prenatal sex determination" and propose the thinking and pertinent suggestions for getting out of such dilemma.
