Abstract :
This paper analyzes the diversification of conduction methods of cross-regional and cross-provincial transmission price and the status of the coexistence of a variety of ways in China currently, puts over the problem caused by the current status of the coexistence of a variety of ways, finds out that our country has so far failed to adapt to conduction mechanism of transmission price of the development of three-level electricity grid. The transmission costs of electricity grid of cross region and province travel down to the next stage in different ways, which leads to the non-uniform of internal management and the criticism of external regulation, will hardly be transmitted to the end-user reasonably, timely, effectively and fully. It will lead that the investment of cross-regional and cross-provincial power grid cannot obtain a reasonable return, then affect the development of cross-regional and cross-provincial power grid, ultimately affect the capacity of optimal allocation of energy resources. This paper further improves the existing electricity transmission and distribution price system, classifies the transmission costs of cross-regional and cross-provincial electricity grid by function. The costs associated with the transmission will be recovered through the transmission capacity and price. The costs associated with the security issues and so on will be shared by the benefited provincial power grid and recovered through the sales price. This paper regulates the behavior of charging of cross-regional and cross-provincial electricity grid, reduces the transmission price suitably, and promotes the electricity trades of cross region and province. The conduction mechanism of the price is established according to per transmission capacity and per kilometer by the main management body. In addition, the other conduction mechanism is also established and not based on the main management body. The established conduction mechanism of cross-regional and cross-provincial- transmission price can change the way of energy transmission, promote the optimal allocation of energy resources, and promote coordinated and sustainable development of China´s local economic, make companies implement the group operation, also allow the individual and subject in the transmission pricing chain to avoid risk.
