Abstract :
Based on the “5R” principle of circular economy, this article introduced the government-led energy conservation diagnosis system, the basic constitution of energy conservation diagnosis and the specific process of diagnosis of Japanese enterprises. The energy management assurance system and specific operation procedure of energy conservation process were constructed, then its´ guidance and reference significance for energy conservation of Chinese enterprises was analyzed. Combined with Chinese reality, this study suggests that the important premise and guarantee of completing the energy conservation and emission reduction targets are to improve the internal organization and management of institutions of enterprises.
