    Notice of Retraction

    After careful and considered review of the content of this paper by a duly constituted expert committee, this paper has been found to be in violation of IEEE\´s Publication Principles.

    Direct against the constant increase of the water consumption of the regional industry and agriculture in the coastal area and the serious state that the short supply of water resource day by day, we build the retaining and recharging projects in the river to increase the use of the resources of rain water, and prevent flood water from entering the sea, and try our best to forming a control mode that "building the surface reservoir at the upper reaches, retaining the water at the middle reaches layer upon layer, building the ground water reservoir at the low reaches". And through building the sewage collecting, disposing and discharging projects to guarantee the water quality of the river, making the surface water, groundwater, soil water have a space-time transform and rational distribution, forming a model that river flood resources in coastal districts were utilized and disposed, offering the reliable guarantee to development of local economy.
