            Abstract : 
How to promote the "quasi-channel-based system" to "channel-based system" and how to raising up the efficiency of the channels\´ resource-allocation are both the concerns of media managers and researchers. This article analyzed some outstanding questions existing in the process of today\´s channel-based system reform such as homogeneous competition between channels, unbalanced development and unbleached structure in channels\´ right-responsibility-benefit. And it raised how to help the mechanisms and approaches of the channel-based system\´s reform and innovation by separation of program-making from broadcasting to realize the mutual benefit and common evolution of the two systems\´ reform.
