Abstract :
With the frequent occurrence of man-made and natural disasters, building complete emergency response mechanism becomes imperative. On the other hand, wireless communication technology is developing rapidly. The speed and reliability of data communication has improved obviously. This paper puts forwards an emergency command system based on mobile devices; it can process text message as well as multimedia information, and transport the situation on the spot to the emergency command department accurately to assist decision makers in responding emergency. The emergency command system has been realized on the Android, Windows Mobile, J2ME and Brew platform, and is already in service in the emergency response command department of the government.
