Abstract :
Contractor prequalification is the process of choosing the competent contractor to bidding, during this process, the construction owner should to evaluate many aspects of contractors´ abilities, such as financial standing, technical ability, experience and credibility. All these criteria both have quantitative and qualitative criteria, the qualitative criteria often difficult to be quantified, and it is a difficult task to determine one common scale of appraisal for all the criteria. So in this paper the author use the linguistics variables to evaluate the criteria that the given contractors satisfying and the importance weight of the criteria, then translate the linguistics variables into triangular fuzzy numbers, and using the TOPSIS method to calculate the fuzzy positive ideal solution and fuzzy negative ideal solution and the relative closeness to the ideal solution by every contractor, finally the most competent contractor is found.
