The Chinese property rights market has undergone more than 20-year exploration and practice. It has now become the foundational capital market and is playing a vital role in China´s market economy construction. But the agencies - serving as the functional transfers in this market - are varying significantly and out of balance, especially for the numerous medium-sized and small property rights transfer agencies. This article firstly deals with the classification into the present development situation of the property rights market nationwide; and then emphatically analyzes the main problems existing in the development of the medium-sized and small property rights transfer agencies; finally some countermeasures are put forward for its development by exemplifying some functions that can be provided for them.
