Abstract :
The development target of engineering cost consultant industry (ECCI) is to realize the equilibrium between scale economy and free competition in China, and the solution of “Marshall´s Dilemma” is a critical issue in the development process of ECCI. On the basis of literature review of some researches on the solution of “Marshall´s Dilemma”, the paper proposed a research framework of ECCI symbiosis path from perspective of industrial symbiosis theory, and further analyzed its critical issues, which has important significance on theoretical study and practical operating in the process of ECCI development in China.
