Abstract :
The SCADA (Supervisory Control and Data Acquisition) system is used to control and manage important national infrastructure including power generation, water and sewage treatment, and oil and gas pipelines. As an open communication environment has recently been used for the SCADA system, many key management technologies are being researched for safe control and secure communication. In this paper, we suggest an ID-based key management architecture (IKMS) based on a pairing algorithm for each of the components of the SCADA system, KMS, MTU and RTU. In particular, we also suggests how to recover the SCADA key management system when either the private keys of MTU or RTU are disclosed or the secret master key of KMS is disclosed because of malicious attacks or unexpected accidents.
