Abstract
Doppler and range ambiguity are common problems in radar systems. In this paper, a maximum-likelihood estimator taking advantage of the circular nature of the data is proposed and, using an example of detection using multiple digital television channels, is shown in all but instances of high noise to perform comparably to a popular clustering algorithm that ignores the circular nature of the data. This justifies the continued use of suboptimal linear models.
