Operational Mechanism of Competitive Procurement of General Equipment Maintenance Material

In order to effectively improve the general equipment maintenance procurement management efficiency, to improve economic efficiency of using procurement funds under the premise of maintaining the same management system, to reform the operating system to one of the most effective means this paper presents preliminary ideas based on realities and analyzes the overall reform objectives and basic principles for operating mechanism reform through process analysis, goal setting, comprehensive structure. And then we points out the direction for operating mechanism reform. In the end, we argue that the operating mechanism reform is a system engineering related to many factors, so we should establish a scientific, efficient, standardized, fair, uncorrupted operating mechanism of competitive equipment procurement based on multi-party trust and co-ordination.
