Abstract
The paper examines the change of transport policy in European Union on the institutional analysis framework. The EU Transport policy change experiences three phases: stagnancy, speediness and maturity, and its objective changes from removing obstacles of cross-border transport initially, launching trans-European networks to establish single market, to promoting sustainable transport finally, in the process, the change of status of transport, the characters of exterior resource and environment, the EU integration engender the demand to transport policy change, EU political rules and organizational institution decide the process of transport policy change, social notion regarding safety and environment, political notion of the member states lead the direction of transport policy change.
