  • Abstract
    As information technology has been widely applied, electronic government gradually becomes an effective scheme in government reform to improve the efficiency and performance, therefore, the performance evaluation on E-government is an indispensable part in government performance evaluation. In China, the construction of performance evaluation system is far behind the development of E-government. The innovation aspects in concept, strategy, system, method and environment are discussed in the paper based on the problem analysis of E-government development in resent China, especially on the innovation of evaluating system, which is displayed in a 3-level index frame: output performance, result performance and impact performance. The ideas of performance evaluation innovation are detailed in different levels from the perspectives of planning strategy and system mechanism, trying to promote sustainable development of E-government in China.
