Notice of Retraction
After careful and considered review of the content of this paper by a duly constituted expert committee, this paper has been found to be in violation of IEEE´s Publication Principles.
We hereby retract the content of this paper. Reasonable effort should be made to remove all past references to this paper.

Various measures were adopted by combined post-evaluation, and the designed data and operational data in completed wind farm were analyzed. Some experience and foundations were appraised in how to select representativeness anemometer tower, the superior wake model, and the approximate actual reduction coefficient. The errors were avoided in designed wind farm to improve the efficiency of wind farm.
