After careful and considered review of the content of this paper by a duly constituted expert committee, this paper has been found to be in violation of IEEE´s Publication Principles.
We hereby retract the content of this paper. Reasonable effort should be made to remove all past references to this paper.

The climatic factors that affect the reliability of power grid are considered as fuzzy elements of lines, all lines are divided into several types by fuzzy clustering. The similarity is proposed based on analysis of Euclid approach degree, fuzzy closeness degree and grey correlation degree. Then the original reliability parameters can be predicted by using the similarity. The proposed method prove to be practicable to acquire original reliability parameters of the new project by a actual power system, and in the end the differences of the results of reliability evaluation are analyzed, when different methods of acquisition reliability parameters are adopted.
