After careful and considered review of the content of this paper by a duly constituted expert committee, this paper has been found to be in violation of IEEE´s Publication Principles.
We hereby retract the content of this paper. Reasonable effort should be made to remove all past references to this paper.

When ports supplying shore power to vessel callings used cable to ground exit capacitance, which accumulated charges will have an adverse safety of operating personnel. Article identified 6kV shore power cable parameters arithmetic method, and gives a typical value. By calculating, make sure hazard rating remaining charge to people. Finally, according to the analysis, shore power cable discharge device have principles design, effectively guarantee the safety of the operator.
