Abstract :
We present a blueprint for the resource management (RM) aspect of Command and Control (C2) as an expansion from its information fusion dual. We review RM from the point of view of the Joint Directors of Laboratories (JDL) model, agent systems research, and military concepts to propose a revised multi-level model and process. This decomposition provides guidance for the design of systems.
