It must be paid special attention to the role played by the regional intellectual capital in improving regional innovation capability. Aiming at related data of the Chongqing city, this paper analyzes empirically the relationship between regional intellectual capital and regional innovative capacity. Simultaneously there is a significant positive correlation between the components of three elements and the regional innovation capacity.
