Performance Improvement Strategies of Public Programs in the Market Economy Perspective

Aiming at the emerging issues in the field of public projects, this article carries out a more detailed analysis of the causes from five links including decision-making, budgeting, tendering and bidding, implementation and quality acceptance in the whole process, and arrives at the conclusion that the root of the issues lie in low degree of marketization while administrative power being too strong. And then it puts forward the targeted improving approach of deepening and expanding the scope of market mechanism, implementing the responsibility for life tenure as core on performance.
